Japan PSE certification

PSE certification is a mandatory safety certification in Japan, used to demonstrate that electrical and electronic products have passed safety standard tests under Japan‘s Electrical Appliance and Material Safety Law (DENAN Law) or international IEC standards. Japan‘s DENAN Law, which governs electrical devices and materials, mandates that 498 types of products entering the Japanese market must undergo PSE safety certification. Among them, 165 types of Class A products should obtain the diamond-shaped PSE mark, while 333 types of Class B products should obtain the circular PSE mark.

The power adapter also requires PSE certification

Adapters exported to Japan require PSE certification. According to the Japanese DENAN, products are divided into two categories: specified products and non specified products. The DC power adapter belongs to the designated product category, and to be sold in Japan, a diamond shaped PSE logo must be applied for.

The following is an example of applying for PSE certification for a DC power adapter to explain the processing process, required materials, standards, etc.

PSE certification process:

(1) The applicant shall provide samples (batteries require PSE certification or CB certification) and application documents;

(2) Conduct sample testing;

(3) The applicant confirms the draft report;

(4) Issuing test reports;

Materials to be prepared for PSE certification:

1、 Application submission materials: relevant application forms

2、 Test preparation materials

(1) CB report (including differential testing in Japan)

(2) Layout

(3) PCB design drawings related to safety regulations

(4) Specifications for Transformers and Coil Parts

(5) List of key components and their certificates

(6) Japanese user manual or assembly manual

(7) Japanese nameplate and warning sign (including PSE sign and supplier name notification)

(8) List of instruments and calibration certificates used in factory production (for factory inspection)

The PSE certification standards are as follows

According to the requirements of Japan‘s Electrical safety Law, products certified by PSE must meet the requirements of relevant safety technical standards. There are two safety technical standards for electrical products in Japan:

(1) Table 8/10 refers to the technical standards in Japan, which differ significantly from the technical requirements of IEC standards and are a separate system.

(2) Table 12 is a standard issued by the Japanese government in 2002 that is consistent with relevant IEC standards. It usually starts with J, such as J60335-1, but not all electrical products have corresponding Table 12 standards.
Manufacturers can choose to conduct suitability checks according to Table 8/10 or Table 12, and after passing the tests, PSE marks can be added. In general, Table 8/10 and Table 12 cannot be mixed for use.

The applicant for PSE certification can be a manufacturer or importer.
Japan‘s Electrical safety Law also requires that the name or ID of the purchaser be marked on the product, so as to supervise and manage it in the future product sales process.
The safety responsibility for products imported into Japan is entirely borne by the Japanese importer. Therefore, the importer must keep the testing report and inspection records, and can also view the inspection records through the computer network.
